Official steps: apply front and rear brakes and push the handlebar to check for front-back play in the stem tube; if play is present, fold the scooter to expose the black cylindrical screw, the silver central cylindrical screws, and the external silver hex screw; loosen the black cylindrical screw with the supplied hex key; loosen the external hex screw with the supplied flat wrench until its head contacts the stem wall; retighten the black cylindrical screw.
